Functional Statement

1. As the Chief Legal Counsel of the City Government of Zamboanga; formulates measures for consideration of the Sangguniang Panlungsod (SP); and, provide legal assistance and support to the City Mayor in carrying out the delivery of basic services and provisions of adequate facilities, develop plans and strategies, and once approved by the City Mayor, implement the same;    

2. Represent the City Government of Zamboanga in all civil cases and special proceedings wherein the city government or any city official, in his official capacity, is a party thereof;     

3. When required by the City Mayor or Sangguniang Panlungsod; drafts ordinances, contracts, bonds, leases and other instruments, involving any interest of the City Government and provide comments and recommendations on any instruments already drawn;     

4. Render legal opinions, advices or comments on any question of law when requested by the City Mayor, the Sangguniang Panlungsod or the different offices under the City Government;    

5. Investigate or cause to be investigated any city official or employee for violation of the rules and regulations in the civil service (handle administrative cases), and recomment appropriate action to the City Mayor or Sangguniang Panlungsod;     

6. Investigate or cause to be investigated any person, or firm or corporation, any franchsie or exercising any public privilege for failure to comply with any term or condition in the grant of such franchise or privilege; and recommend appropriate action to the City Mayor or SP;     

7. When directed by the City Mayor or SP, initiate and prosecute in the interest of the City Government any civil action on any bond, lease or other contract upon breach or violation thereof;     

8. Review and submit recommendations on ordinances approved and executive orders issued by the barangays;     

9. Recommend measures to the SP and advise the City Mayor on all other matters related to upholding the rule of law;     

10. Protect human rights and prosecute any violation thereof, particularly those which occurred during and in the aftermath of man-made or natural disaster or calamities;     

11. Exercise such other powers and perform such other duties and functions as maybe prescribed by law or ordinance;
