OCENR gears for solid waste edict

Preparation efforts for the implementation of the City’s solid waste management ordinance remain in full swing.

“We are still under the preparatory activities for solid waste management,” said OCENR Supervising Environmental Management Specialist Gerry Pollisco during the Monday press briefing at City Hall.

For its information dissemination campaign on Ordinance 2016-176, Pollisco said the OCENR has conducted orientations for 30 barangays covering the salient provisions of the ordinance.

“We also tapped the PIO to help the information drive on TV and radio stations. We are also preparing for some intensified IEC materials for posting,” he said.

According to Pollisco, the OCENR is also currently in coordination with the City Legal Office to thresh out implementation enforcement guidelines, particularly on the protocols for dealing with violations of the ordinance.

Meanwhile, the provision on the garbage collection fees is currently being discussed with the Zamboanga City Water District (ZCWD).

“It was agreed that the draft MOA for the collection of garbage fees will be forwarded to the [Governance] Commission for GOCCs for their comments and appropriate action,” Pollisco said.

The OCENR has been regularly conducting information drives and orientations in preparation for the full implementation of Ordinance 2016-176 since October 2016. Particular emphasis has been given to orienting the barangays as they are expected to have greater responsibilities in the implementation of the ordinance.

Ordinance 2016-176 reconciles two past ordinances, Ordinance 92-013 of 1992 and Ordinance 211 of 1998, with Republic Act 9003 which is known as the Ecological Solid Waste Management Act of 2000, in a bid to enhance the ecological balance of the community through sustainable and integrated waste management, and to ensure effective and efficient solid waste management.

The Ordinance, which was approved July 7, 2016, contains, among others, provisions on mandatory segregation of solid waste in residential, institutional, agricultural, and commercial establishments, deputation of barangay and law enforcers for the issuance of citation tickets for violations, and the imposition of a garbage fee for business establishments and residential units.
