City evac center in Cabatangan up for construction

The City’s proposed evacuation center in Cabatangan will soon be realized, as the Department of Public Works and Highways (DPWH) has announced the availability of the P33.53 million funding for the project.

In a letter addressed to Mayor Beng Climaco, DPWH Regional Director Jorge Sebastian, Jr. announced that the project will commence the soonest possible time with the downloaded Special Allotment Release Order (SARO) and approved Program of Work (POW).

Mayor Climaco said the proposed construction of a government evacuation center in Cabatangan and two other sites in the city forms part of the City’s entry in the Liveable Cities Design Challenge, a planning design competition aimed to get city planners to better plan their respective cities for a climate-defined future, organized by the National Competitiveness Council of the Philippines, USAID and other agencies last October 2014.

Zamboanga's entry which gained recognition, is a proposed Government/Evacuation Center with three (3) sites. The first site will be located in Barangay Cabatangan as the Central Government/Evacuation Center because of its strategic location. The second will be located in the west coast at Barangay Tulungatung, while the third will be located in the east coast at Barangay Arena Blanco. The Tulungatung Evacuation Center will accommodate the land-based evacuees of the city while Arena Blanco will accommodate the sea-based evacuees, specifically, the Badjaos, Samals, and others. The Cabatangan Site will serve mostly the barangays within the Central Business District and the built-up areas of the city, and at the same time shall serve as the Government Center.

According to Sebastian, a series of consultation and field evaluation with personnel from the City Engineer’s Office and the City Disaster Risk Reduction and Managemnet Office has been conducted and the final location for the said project was finalized.

Bidding for the project has been done and the project is awarded to the Metro Stonerich Corporation. Contract duration is 180 calendar days. (Sheila Covarrubias)
