Bypass restriction a safety measure - CDRRMO

Authorities have reiterated that the closure of transition roads leading to the bypass is both a pre-emptive safety and security measure.

City Disaster Risk Reduction Management Officer Dr. Elmeir Apolinario emphasized the security aspect in the restriction of vehicle entry to the bypass road by closing barangay intersections in Lunzuran, Pasobolong, Lumbangan, Salaan, Boalan, and Guisao.

“We are trying to be proactive...we effect the closure, we prevent accidents and we prevent security intrusions na de aton pueblo,” Apolinario said on Monday, July 4 during the press briefing at City Hall.

A meeting was convened by the CDRRMO last June to discuss details of the closure with security forces and officials of barangays concerned.

Apolinario said the barangays concurred and were amenable to the closure order.

“Alegre kita cay everybody is moving as one...it [bypass road] security concern, and almost all barangays wanted the bypass closed at night for security and public safety,” he added.

Beginning July 1, signage and barricades have marked off entry to these barangay intersections to prohibit motorists from using the bypass road from 6:30 PM to 5:30 AM, Monday to Sunday.

Apolinario said the bypass road is yet incomplete and poses danger to motorists due to ongoing renovation works and a lack of streetlights in the area.

Entry to the bypass road will be closed off to all vehicles except for emergency vehicles, security patrols, and residents residing within the barangays traversed by the bypass road.

The closure will be in place until the bypass road is completed and formally turned over to the local government.

Jointly enforcing the closure will be the local government through the City Disaster Risk Reduction Management Office (CDRRMO) and the Office of the City Administrator, the Task Force Zamboanga (TFZ), and the barangays concerned, who will be tasked to provide manpower to open and close the access points to the bypass roads at the appointed hours.
