Divisions and Functions



            DIFFERENT DIVISIONS AND RESPECTIVE FUNCTIONS



TAXMAPPING DIVISION


 Performs staff, advisory and consultative functions relative to the preparation and maintenance and/or enhancement of technical information on mapping;

 Prepares barangay maps and programming deliverables and ensure conformance to technical standards;

 Prepares completed application work unit package assembling all documentation and records, such as Index Maps, Tax Maps, Final Tax Mapping Control Roll, assign Property Index Number (PIN) to each property;

 Develops and administer spolicies, work programs, standards, guidelines and procedures relative to the above-mentioned functions;

 Conducts field inspection for identification of property as to its location, ownership, classification and improvements present and/or introduced by the respective owner;

 Provides policy guidance and operational directions to all divisions under the office relative to the above mentioned functions;

 Coordinates with proper office in the implementation of the above-mentioned functions;

 Consolidates and/or prepares prescribed reports for submission to the offices concerned; and

 Performs such other related functions as may be assigned.




APPRAISAL AND ASSESSMENT DIVISION


 Performs Staff, advisory and consultative functions relative to appraisal and assessment of Lands, Buildings, Machineries and other improvement for real property taxation purposes; determination of real property tax exemption by duly registered enterprises/government-owned and controlled corporations, including tax-exempt entities, preparation and issuance of tax declarations and other related documents;

 Develops and administers policies, work programs and prescribed guidelines standards and procedures relative to the above-mentioned functions;

 Provides operational direction to all divisions of the office relative to the above-mentioned functions;

 Prepares tax declaration from RPTA Form No. 1 and related documents subject to appraisal and assessment for approval;

 Prepares and issues letters of intent to assess real property to corresponding real property owner subject for assessment;

 Prepares and issues report to Cancel Assessment when an assessment is cancelled or when previously assessed real property is reduced or the subject property no longer exists as a result of reinvestigation or reconsideration requested by taxpayer;

 Prepares and issues reports of investigation and reinvestigation;

 Develops, updates and maintains a reference information system on the laws, rules and revenue issuances pertinent to and affecting appraisal and assessment activities;

 Coordinates with proper offices in the implementation of the above-mentioned functions;

 Consolidates and/or prepares prescribed reports for submission to the offices concerned; and

 Performs such other related functions as may be assigned.




ASSESSMENT RECORDS MANAGEMENT DIVISON


 Performs staff, advisory and consultative functions relative to taxpayers service, information, taxpayer records to update, registration processes improvement, records keeping and physical maintenance;

 Developsa nd administers policies, work program, standards, guidelines and procedures relative to the above mentioned functions;

 Provides policy guidance and operational directions to all divisions under the Office relative to the above mentioned functions;

 Administers the Registration system and records update related to RPTA special Projects specifically on the requirements for process improvement;

 Maintains clientele public’s feedback mechanism;

 Analyses and evaluates ways to improve services to real property taxpayers;

 Monitors information dissemination and assistance to taxpayers and the general public;

 Coordinates with proper offices, specifically the Land Tax Division of the City Treasurer’s Office in the implementation of the above mentioned functions; and

 Performs such other related functions as may be assigned.




ADMINISTRATIVE DIVISION


 Performs staff advisory and consultative functions relative to budgeting, accounting of disbursement, procurement, accountable forms, records and property management, building and facilities maintenance, and other general servies;

 Prepares the annual budget;

 Allocates budget appropriation in accordance with the program/project thrusts of the Office;

 Maintains accounting records and books of accounts on disbursements of the Office and submit financial reports to management and other government agencies;

 Handles the procurement and distribution of supplies and materials, machines and equipment, motor vehicles, forms, etc. needed by the office; and

 Consolidates and/or prepares prescribed reports for submission to the offices concerned;




ASSESSMENT STANDARD AND EXAMINATION DIVISION


 Reviews/revises/integrates preliminary schedules of market values and prepare final schedule of market values;

 Conducts regular physical surveys to check and determine whether all real properties are assessed;

 Initiates, reviews and recommends changes in policies and practices in the assessment of real properties;

 Prepares statistics of all real properties in accordance to their classification;

 Performs such other functions as may be assigned;

 Develops and administers policies, standards, guidelines and procedures relative to procurement of Information Technology (IT) resources, security and access to all files, and assure the quality of systems development and operations; and

 Performs such other related functions as may be assigned.




ASSESSMENT OPERATIONS EVALUATION DIVISON


 Conducts periodic assessment audit of all assessed real properties;

 Reviews existing assessment procedures, techniques and policies to strengthen real property tax administration;

 Implements all assessment regulation; and

 Performs such other functions as may be assigned.
