The City Assessor shall:

1) Ensure that all laws and policies governing the appraisal and assessment of real properties for taxation purposes are properly executed;

2) Initiate, review and recommend changes in policies and objectives, plans and programs, techniques procedures and practices in the valuation and assessment of real properties for taxation purposes.

3) Establish a systematic method of real property assessment;

4) Install and maintain property identification and accounting system;

5) Prepare, install and maintain a system of tax mapping, showing graphically all property subject to assessment and gather all data concerning the same;

6) Conducts frequent physical surveys to verify and determine as to whether or not all real properties within the city are properly listed in the assessment rolls;

7) Exercise the functions of appraisal and assessment primarily for taxation purposes of all real properties in the local government unit concerned;

8) Prepares a schedule of the fair market value for the different classes of real properties, in accordance with Title Two, Book II of the Local Government Code;

9) Issue, upon request of any interested party, certified copies of assessment records of real property and all other records relative to its assessment, upon payment of a service charge or fee to the treasurer;

10) Submit every semester a report all assessment, as well as cancellations and modifications of assessments to the local chief executive and the Sanggunian concerned; and

11) Exercise such other powers and performs such other duties and functions as may be prescribed by law or ordinance.

ASSISTANT CITY ASSESSOR

The Assistant City Assessor shall assist the City Assessor to:

Under the direction of the Department Head, Tax Mapper IV:
1) Supervises the construction and preparation of tax maps and the conduct of tax mapping operations to identify location, area, improvements, ownership and index number of property;

2) Supervises and coordinates the work functions and activities of personnel under the Tax Mapping Operation Division;

3) Directs the construction and maintenance of tax maps;

4) Reviews data on all types of properties together its unit cost;

5) Prepares unit schedule of assignment of field personnel; and

6) Does other related work as required by higher authorities.

Under direction, the Administrative Officer V:
1) Plans, Organizes and directs the work program of the division, which is characterized by activities such as the preparation of the budget for the office, givers assignment to personnel engaged in performing administrative service functions;

2) Responsible for the custody and safekeeping of all records and communications in the division; and the procurement/requisition, maintenance/issuance of supplies and equipment;

3) Provides Administrative support and coordinates with the other Division on all matters;

4) Drafts and/or finalizes communication and reports;

5) Reviews and initials all the correspondences for signature and/or approval of the City Assessor’s Office;

6) Checks/Reviews Daily Time Record, Performance Rating of the employees, and Report of Absences and Tardiness;

7) Prepares annual procurement program;

8) Assists the Department Head in the pre-evaluation for promotional line-up in the office;

9) Directs the preparation of payrolls, vouchers, payment of supplies, materials and equipment purchased; and

10) Implements office policies and procedures and does other related administrative work.
