OFFICE OF THE CITY ENGINEER


DEPARTMENT HEAD:        ENGR. LUIS VICENTE L. DESPALO
                                        City Engineer

DUTIES AND RESPONSIBILITIES:

      As City Engineer, he shall act as the local building official and shall take charge of the engineering office.  He shall further perform the functions and duties enumerated in Article 7 Section 477 (b) of the Local Government Code of 1991, and in addition thereto, shall:

1.  Take charge of all surveying and engineering works of the city, and perform such services in connection with public improvement or any work entered upon or projected by the city or any office thereof, as may require the skill and experience of a civil engineer;

2.  Ascertain, record and establish monuments of the city survey and from thereon extend the surveys of the city; and locate, establish, survey all city property and private property abutting on the same, whenever directed by the City Mayor;

3.  Prepare and submit plans, maps, specifications, and estimates for buildings, streets, bridges, docks and other public works and supervise the construction and repair of the same; 

4.  Make such tests and inspections of engineering materials used in construction and repair as may be necessary to protect the city from the use of materials of inferior and/or unsafe quality;

5.  Prevent encroachment of private buildings and fences on streets and public places of the city;

6.  Conduct general supervision and inspection of all private docks and landing places and other property bordering on rivers, esteros, and waterways of the city; and issue permits for the construction, repair and removal of the same; and enforce all ordinances relating to the same;

7.  Periodically inspect and report on the conditions of public property and public works to the Sangguniang Panlungsod and the City Mayor;

8.  Implement Civil Service Laws, Rules and Regulations and all office policies;

9.  Issue memoranda and recommend disciplinary actions for employees concerned;

10. Act on all communications and routes to respective office divisions and/or employees concerned;

11. Certify and/or approve periodic and special reports;

12. Submit Annual Report to the City Mayor;

13. Certify records as may be requested;

14. Review and sign payrolls, vouchers and purchase requests;

15. Supervise the conduct of inventory;

16. Oversee the maintenance and repair of equipment, fixtures and vehicles of the office;

17. Supervise the construction of buildings and improvement of bridges, farm-to-market roads, asphalt overlay, drainage system, irrigation system, slope protection, artesian wells, water system, vertical structures and concreting of roads to ensure strict compliance to the approved plans and specifications;

18. Assign project engineers to prepare program of works and detailed estimates for various infrastructure projects of the city;

19. Review all public and private construction projects as to their conformity to the standardized implementation of the National Building Code of the Philippines and all other applicable city ordinances;

20. Evaluate and sign building, occupancy and business permits;

21. Review and sign building electrical permits, water line application and excavation permits;

22. Conduct ocular inspection on existing buildings for corresponding issuance of Certificate of Annual Inspection;

23. Direct the Chief of the Building and Industrial Safety Inspection Division to inspect and evaluate all business establishments; to strictly implement Executive Order (E.O.) No. 108-98; and to coordinate with other agencies in the absolute implementation of the E.O. No. 108-98;

24. Coordinate with other department and national offices pertaining to official and/or infrastructure matters; and

25. Act as a member of the Bids and Awards Committee (BAC) and other committees as may be directed or appointed by the City Mayor.




ASSISTANT DEPARTMENT HEAD:  ENGR. RODRIGO C. REBOLLOS, SR.
                                                     Assistant City Engineer
                                                     (Assistant City Government 
                                                     Department Head II)


DUTIES AND RESPONSIBILITIES:

     The Assistant City Engineer shall perform the following:

1.  Assist the City Engineer in all the surveying and engineering works of the city, and perform such services in connection with public improvement or any work entered upon or projected by the city or any office thereof, as may require the skill and experience of a civil engineer;

5.  Monitor the concerned office division regarding the prevention of encroachment of private buildings and fences on streets and public places of the city;

6.  Conduct general supervision and inspection of all private docks and landing places and other property bordering on rivers, esteros, and waterways of the city; issue permits for the construction, repair and removal of the same; and enforce all ordinances relating to the same;

7.  Periodically inspect and report on the conditions of public property and public works to the Sangguniang Panlungsod and the City Mayor;

ADMINISTRATIVE SERVICES DIVISIONRONALD A. VICETE
                                                                Supervising Administrative
                                                                Officer


DUTIES AND RESPONSIBILITIES:

     As the Administrative Officer, he shall perform the following duties and responsibilities:

1.  Supervise and control all administrative and other office procedures;

2.  Act on all communications and routes to other divisions and/or to concerned employees;

3.  Draft and finalize communications for approval and signature of higher supervisors;

4.  Disseminate and implement Civil Service Laws and Rules, circulars, memoranda and all other office policies;

5.  Draft and prepare memoranda and recommendations for erring employees for appropriate disciplinary action;

6.  Monitor the attendance of all personnel in the office;

7.  Evaluate and recommend attendance of personnel to attend special trainings and seminars for career growth and advancement;

8.  Review, initial and sign documents including Performance Evaluation Plans, Targets and Reports; Daily Time Records; Application for Leave of Absence; and Quarterly Report of Absences and Tardiness;

9.  Supervise the maintenance and disposition of records and other documents of the office;

10. Check and supervise the cleanliness of the office, its premises and other office facilities;

11. Convene staff meetings as may be required;

12. Supervise all internal control activities;

13. Maintain Book of Accounts (Maintenance and other Operating Expenditure) of the Office;

14. Check and initial purchase requests, alobs, requisition; and issue vouchers, supplies availability inquiry slips, requisition issue slips, memorandum receipts and other supporting documents as required under the New Government Accounting System;

15. Review and initial disbursement vouchers for payment of purchases and various services;

16. Review the itineraries of travel and their corresponding liquidation;

17. Check and review the registration and insurance of vehicles;

18. Check and review reports of monthly consumption of POL (Petroleum, Oil and Lubricants) products;

19. Sign drivers’ daily trip tickets of the office;

20. Facilitate requests for the use of office vehicles;

21. Check documents pertaining to detailed engineering of various infrastructure projects of the City Government undertaken either by administration or by contract;

22. Facilitate in the titling of City Government properties;

23. Prepare Notice to Proceed for various infrastructure projects of the City Government;

24. Certify all machine copies of various documents for all infrastructure projects of the City Government;

25. All other functions as may be assigned or directed by the immediate superior.




ARCHITECTURAL DIVISION:      ARCHITECT RODEL S. FALCASANTOS
                                                  Architect IV

DUTIES AND RESPONSIBILITIES:

          Under direction, the Chief of the Architectural Division shall perform the following duties and responsibilities:

1.  Prepare the work program of the division and supervise the work activities of the personnel under his supervision;

2.  Perform architectural work such as the preparation of preliminary architectural design schemes, identification of requirements, spatial allocations, aesthetic expressions, functional relationship and specifications;

3.  Handle landscaping, interior designing and architectural plans;

4.  Supervise structural work of city-funded project to ensure compliance of plans and specifications;

5.  Prepare shop drawings and miniature scale models for projects;

6.  Perform such other duties and functions specified under the “Architectural Act of 2004.”

7.  Assist in the conception of ideas and in the preparation of plans, programs, design and renovation work of building or structures funded and administered by the City Government;

8.  Conduct site survey of proposed landscaping and inspection of the proposed project sites where vertical structures are to be constructed;

9.  Conduct research work on the city’s historical structure and buildings;

10. Sketch plans, layout and designs; and draw up details and other specifications for perusal or approval of higher superiors;

11. Assist in the inspection of various completed infrastructure projects of the City Government;

12. Check, review and sign architectural plans in the application for Building Permit and Occupancy Permit pursuant to P.D. 1096 to determine compliance of the requirement so provided under the National Building Code of the Philippines and other standards established;

13. Perform other duties related to draftsmanship and printouts when the exigencies of the service requires and upon instruction of higher supervisors;

14. Act as a member of the “Task Force Integrated Bus Terminal Pronto”, which requires him to coordinate with the chairman and other members of the special task group to speed up and facilitate the study and finalization of the necessary plans for the integrated bus terminal, and to strictly monitor the development in all stages preparatory and during the implementation of the project until the completion of the terminal; and

15. Supervise the Construction of Museum at the Jardin Maria Clara L. Lobregat Pasonanca Park in Pasonanca, and the Development of former CDCP Area (Paseo del Mar de Zamboanga).




PLANNING, DESIGNING AND
PROGRAMMING DIVISION:          ENGR. ROBUSTIANO S. SINDIONG

                                                   Engineer IV


DUTIES AND RESPONSIBILITIES:

     Under the technical direction of the Assistant City Engineer, the Chief of the Planning, Designing and Programming Division shall perform the following duties and responsibilities:

1.  Direct, supervise and review all works which involve planning, designing and programming of various proposed infrastructure projects of the City Government;

2.  Coordinate the work of the technical staff in collecting, analyzing engineering data;

3.  Review and check structural analysis and deign of various infrastructure projects of the City Government;

4.  Review and check plans, specifications and program of works of proposed city-funded projects before turnover of contract documents;

5.  Recommend approval and/or suggest necessary revision in plans, specifications and program of works when deemed necessary;

6.  Conduct field inspection of proposed and on-going projects of the City Government;

7.  Perform related engineering functions as may be directed by higher superiors;

8.  Exercise management of the personnel under his supervision particularly in the preparation of complete working plans and detailed estimates of the various proposed infrastructure projects of the City Government;

9.  Recommend and specify superior and safe quality of construction materials to be used for the various projects of the City Government;

10. Assist the inspectorate team for the inspection of the completed projects of the city; and

11. Report to the immediate supervisor regarding the development of the on-going projects being implemented by the office.




BUILDING AND INDUSTRIAL
SAFETY INSPECTION DIVISION:       ENGR. ROMEO P. HISO
                                                         Engineer III


DUTIES AND RESPONSIBILITIES:

      As the Chief of the Building and Industrial Safety Inspection Division, the scope of his duties and responsibilities shall comprise the following:

1.  Supervise stringent implementation of all the provisions stipulated in the National Building Code of the Philippines;

2.  Assist the building official in the implementation of the National Building Code of the Philippines, other standards and related city ordinances;

3.  Evaluate and recommend the approval of the building permits, occupancy permits and Certificates of Occupancy;

4.  Recommend the approval of building electrical permits;

5.  Check, review and sign water application for excavation permits;

6.  Conduct ocular inspection of illegally constructed structures within the boundaries of the city;

7.  Recommend approval for business permits;

8.  Inspect and evaluate all business establishments;

9.  Supervise all demolition works as prescribed under Executive Order No. 108-98;

10. Recommend the issuance of all demolition orders;

11. Closely coordinate with other agencies relative to the implementation of the Executive Order No. 108-98;




MOTORPOOL DIVISION:              ENGR. EDGARDO R. MENDOZA
                                                   Engineer IV


DUTIES AND RESPONSIBILITIES:

     Under general supervision, the Chief of Motorpool Division shall be directly responsible for the accomplishment of the goals and objectives of the division and shall perform the following duties and responsibilities:

1.  Exercise management functions such as planning, programming, directing the distribution of work activities of personnel assigned in the inspection, repair and maintenance, reconditioning, testing, overhauling and servicing of the City Government vehicles and other light and heavy equipment;

2.  Exercise supervision and control of all personnel under the division in all administrative  rules and office procedures;

3.  Review and act on all incoming and outgoing communications of the designated division;

4.  Implement and disseminate all Civil Service Rules and Regulations and other applicable policies issued by the City Mayor and the Head of Office;

5.  Review, sign and initial payrolls and vouchers of the said division;

6.  Monitor the attendance and work activities of the personnel under his direct supervision and set standards for the maintenance of discipline, control and cooperation of the personnel of the division;

7.  Prepare Budget Proposal of the division;

8.  Evaluate and recommend the attendance of personnel under the division to special trainings and seminars for career growth and professional advancement;
9.  Supervise the conduct of annual inventory of equipment of the City Government;

10. Exercise supervision and control in all operation and maintenance procedures of the division;

11. Approve daily assignment of drivers and equipment operators;

12. Program the schedule and distribution of assignments of work involved in the maintenance of all light and heavy equipment;

13. Oversee the repair and maintenance of all light and heavy equipment;

14. Monitor and conduct field inspections of different equipment;

15. Sign and issue Equipment Utilization certification to barangays;

16. Recommend and sign for the purchases of spare parts of various equipment and accessories according to specifications and approve the requisitioning of the same;

17. Sign and inspect pre and post repair inspection reports of all vehicles owned by the City Government;

18. Supervise the turn-over of all waste materials and equipment to the General Services Office;

19. Coordinate with other offices, barangays and other agencies related to the operation and services of the Motorpool Division;

20. Check and supervise the cleanliness of the office and its premises;

21. Act as a representative to the Bids and Awards Committee for disposal and sale of junk equipment;

22. Act as a member to the Local Disaster Coordinating Council; and

23. Perform such other duties as officially designated or directed by the immediate superior.




CONSTRUCTION AND                          ENGR. REYNALDO A. QUEZADA
MAINTENANCE  DIVISION:
                 Engineer IV


DUTIES AND RESPONSIBILITIES:

      Under the technical direction of the City Engineer and the Assistant City Engineer, the Chief of the Construction and Maintenance Division shall:

1.  Direct, supervise and review the work activities of the Construction and Maintenance Division which involves the construction, repair and maintenance of infrastructure projects;

2.  Supervise and coordinate the work of the technical staff collecting, analyzing and utilizing engineering data;

3.  Review and check plans and specifications and directs the preparation of research data and recommends long range programs and priorities;

4.   Supervise project engineers of major construction of work done by Administration, Kabisig and contracts;

5.  Keep informed of current development in the field;

6.  Confer with higher supervisors concerning construction and maintenance projects and conduct periodic inspection of on-going projects;

7.  Inspect and approve or recommend for approval finished projects;

8.  Prepare reports and documents for approval of the City Engineer;

9.  Prepare development and progress report of work and performs other related engineering functions as may be directed by higher supervisors;

10. Supervise/Inspect the following Construction, Improvements, Repairs, and Maintenance of Roads, Bridges, and other Structures:
         
          a.  Construction of Drainage System
          b.  Improvement of Farm-to-Market Roads
          c.  Asphalt Overlay of Concrete Pavement
          d.  Construction of Irrigation System
          e.  Repair School Buildings and other Structures
          f.   Construction of Slope Protection
          g.  Cleaning and Dredging of Drainage System and Open Canals
          h.  Rehabilitation of Artesian Wells, and other Water Facilities
          i.   Inspection of Barangay Multi-Purpose Pavement

11. Check and sign Program of Works for the following Government Projects:

          a.  Projects to be done by Administration
          b.  Project under by Contract
          c.  Projects under Kabisig
          d.  Projects by IRA Fund

12.  Review and sign Purchase Request of Project;

13.  Prepare monthly Project status report;

14.  Check and Sign Accomplishment report of Projects; and

15.  Review and Rate the Performance of employees under the Division;
